Is it illegal to mod or to own a modded Playstation console?

I know it might sound obvious but does anyone know the answer for certain.

No, it's not illegal to have a mod console. You bought it, you can do whatever you want with it. You can paint it neon green, put stickers on it, etc.

It's what you do with it that makes it illegal. If you're using it to play pirated games, then it becomes illegal.

Most people say a modded system is illegal because let's face it, people who got it modded aren't using it to play games from other countries. They're using it to play pirated games.
