You do not actually to MAKE IR sensor and emitter devices. These you buy ready made from semiconductor manufactures (in the same way that you buy an LED or a transistor, you do not actually MAKE them).
An IR emitter is basically a photo-diode that emits in the non-visible region, in the region of 1+ micron wavelength.
An IR sensor can be a photo-diode or photo transistor with exposed semiconductor area for gathering the radiation.
The data sheet of these devices will tell you the operating voltages. In its simplest form, your circuit, apart from your emitter-receiver pair, will consist of a transistor, some bias resistors and a relay. The emitter will only need power supply and a current limiting resistor. Your receiver will need the sensor to be between the emitter-base junction of your transistor with a bias (perhaps adjustable) resistor. The relay will be in the collector circuit of your transistor.
When irradiated, your sensor will change its resistance (or generate voltage according to what you use),l that will change the emitter-base bias and turn your transistor on (or off- depending on the original state). That will change the current in the collector circuit and trip the relay. This is a very basic set-up for you to understand the operating concept.
There are more sophisticated circuits using OP AMPS (operational amplifiers). Look up sites for details and circuit diagrams.
